Tony has over 40 years of experience in all aspects of tunnel design and construction from the planning to preliminary engineering, to the final design through project completion. He has an extensive background in design-build, program management, and delivery of large projects. In addition to being a specialist in the design of immersed tube and cut-and-cover tunnels, Tony has considerable experience in project conceptualization, study of tunnel options and types, development of preliminary cost estimates and decision making based on cost efficiency, preparation of base-line designs, value engineering, direction of construction support services, and technical and administrative management involved in the delivery of large-scale complex projects.
During his tenure as the president of Parsons Brinkerhoff (PB), Canada, Tony served as the Principal-in-Charge of three program management contracts for the Toronto Transit Commission. This involved seven new light rail transit lines, extension of the existing Scarborough line, and the provision of five new maintenance and storage facilities. Prior to this role, Tony was PB’s national director for the Centers of Technical Excellence and oversaw over 800 professionals spanning the full range of technical disciplines including transit and rail, complex bridges, geotechnical, tunneling, project controls, water and environmental control projects.
Tony holds MS and BS degrees in Civil Engineering from Columbia University (New York). He is a registered Professional Engineer in Massachusetts, New York, and Florida.
